He cannot use devices when using his power unless he powers it himself (no electronics at all)
Physical Description:
Victor is quite short, only 5"2', though at a distance appears taller due to his longer limbs. He has Brown dyed hair with the original colour (A darkish grey) starting to show. His eyes are often hidden behind a air of glasses, which he can't see without.

History:
He was born to an average family, who feared ad hated him because of what he can do. School was made difficult by bigger kids picking on the smaller, and the tiny Victor was often the butt of many pranks and fights. By 13,he began to use it to help others discretely, such as finding lost items, and slowing time for those to finish homework. No-one knew, but Victor was fine with that, as the attention would scare him.
